/openapi/v3 endpoint will be populated with OpenAPI v3 if the feature flag is enabled

There are a couple other OpenAPI changes that will cause merge conflicts: #105057 #106154

Hoping these are merged sequentially and rebased

Both these PRs merged. Rebased off the latest master and regenerated the OpenAPI spec.
