What this PR does / why we need it:

remove nodeLease feature GA

Special notes for your reviewer:

Feature gate convention has been updated since this feature gate was introduced to indicate that they are intended to be deprecated and removed after a feature becomes GA or is dropped

in v1.17 node lease has been promoted to GA,but in
https://github.com/kubernetes/blob/005dfcd09e643312d12b0b4838186c7727065c73/pkg/features/kube_features.go#L195 node lease feature still exist,so i deleted it and edit some describption info about node lease.

Does this PR introduce a user-facing change?

Remove NodeLease feature gate that was graduated and locked to stable in 1.17 release.

Hi @cyclinder. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

Shouldn't this have a small release note, to confirm that the kubelet no longer recognizes this feature gate?
