Allow a custom kube-cross image + tag to be specified #104185

Allows both community (and downstream!) folks to experiment with alternate kube-cross images (say with different variations of golang).

KUBE_CROSS_IMAGE and KUBE_CROSS_VERSION when not specified by the end user, defaults exactly to what we are have before this PR lands.
