What type of PR is this?

What this PR does / why we need it:

Updates the TopologyCache in EndpointSlice controller to disregard unready endpoints in topology calculations. This is a follow up to #106507.

Does this PR introduce a user-facing change?

Topology Aware Hints now ignores unready endpoints when assigning hints.
