What this PR does / why we need it:

This is a follow up to #103888 that will help us identify why topology hints are not being set in certain cases.

Does this PR introduce a user-facing change?

More detailed logging has been added to the EndpointSlice controller for Topology Aware Hints.

Additional documentation e.g., KEPs (Kubernetes Enhancement Proposals), usage docs, etc.:

this will keep logging, shouldn't be better to add the log inside RemoveHints, only if it is actually removed?
