Fixes a bug that could result in the EndpointSlice controller unnecessarily updating EndpointSlices associated with a Service that had Topology Aware Hints enabled.

Hi @llhuii. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I understand the commands that are listed here.

@llhuii thanks for catching this! Do you mind adding a release note/user-facing change text? If I'm understanding the impact correctly, I think it could be something like this:

Fixes a bug that could result in the EndpointSlice controller unnecessarily updating EndpointSlices associated with a Service that had Topology Aware Hints enabled.

The actual code for this LGTM, do you mind adding some test cases that would catch this so we don't end up with a similar mistake in the future?
